Mike Stone Associates, Inc. (MSA) was established in Sugar Land, Texas in 2001 by Michael E. Stone. Mr. Stone has over 35 years of experience in all phases and types of construction management in both the public and private arenas. In this role he has managed multiple projects and project managers, and has been responsible for negotiating contracts, resolving disputes, and dealing with owner clients, public agencies, and various boards, commissions, and committees. He has worked in both traditional design-bid-build and design-build arenas. Mr. Stone has a wide range of experience from public infrastructure projects to industrial process projects.

Mr. Stone is a graduate of Texas A&M University with a degree in Agricultural Economics. He is a Certified Floodplain Manager (CFM), a Professional Project Manager (PMP), and a planning and scheduling professional. He served for ten years as the President of Fort Bend County Municipal Utility District No. 106, and on the Board of Fort Bend Levee Improvement District No. 11, and the Fort Bend Flood Control and Water Supply Corporation Boards.

sherrie knoepfel

Ms. Sherrie Knoepfel joined MSA in 2011 and is currently serving as Vice President / Senior Project Manager. Prior to joining MSA, Ms. Knoepfel worked for 16 years at First Colony Community Association, serving as the Executive Director of the organization for the last six years. Ms. Knoepfel has over 30 years of experience in public planning, management, and operations for municipalities and community associations. Ms. Knoepfel’s areas of expertise include asset management and operational planning, public process facilitation, strategic planning and financial forecasting, reserve analysis and budgeting, parks and recreation planning and operations, and board development.

Ms. Knoepfel is a graduate of Texas A&M University with a degree in Recreation and Parks. Ms. Knoepfel is a Certified Manager of Community Associations and a Certified Parks and Recreation Professional. Ms. Knoepfel served on City Council for ten years for the Town of Thompsons, and has been appointed to numerous municipal and state-wide committees related to governance, planning, parks and recreation, and community association management. She has served as the President of the Texas Municipal Parks and Recreation Association.

phil martin

Mr. Phil Martin joined MSA in 2013 and is currently serving as Senior Project Manager with 15 years of experience in public administration, operations, and project management.  Before joining MSA Mr. Martin worked as Park Superintendent for the City of Sugar Land and as Operations Manager for First Colony Community Association.  He currently serves as the General Manger for Fort Bend County Levee Improvement District No. 2.

Mr. Martin graduated from Texas A&M University with a degree in Recreation, Park, and Tourism Science. He is also a Certified Floodplain Manager (CFM) and Certified Park and Recreation Professional (CPRP). His areas of expertise include GIS mapping and data collection, public communications, project management, and budget administration.  Mr. Martin is also a member of the Texas Floodplain Management Association and has presented on flood control projects at state and national conferences.

josh wailes

Mr. Josh Wailes joined MSA in 2015 and is currently serving as Senior Project Manager with 12 years of experience in parks and facility maintenance. Before joining MSA Mr. Wailes worked as Operations Manager for First Colony Community Association.

Mr. Wailes studied Aviation Science at Spartan School of Aeronautics, and graduated from Westwood College of Aviation as a certified Airframe and Powerplant Mechanic. Mr. Wailes has extensive experience in aviation maintenance, marine maintenance and community management. His areas of expertise include asset, landscape, and parks and recreation management and operations. Mr. Wailes is also a member of the Texas Recreation and Park Society (TRAPS), as well as the Community Association Institute. Mr. Wailes currently serves on the Agriculture and Horticulture Advisory Board with the Fort Bend Texas A&M AgriLife Extension Service.


lisa castañeda

Ms. Lisa Castañeda joined MSA in 2021, overseeing the toll operations. She graduated from Texas A & M University in 1990 with a BS in Civil Engineering. She is a Registered Professional Engineer with over 30 years of experience in highway design, construction, maintenance, and toll operations. She has 8 years in bridge design experience with the Oklahoma Department of Transportation.

Before joining MSA, Ms. Castañeda began working for the Harris County Toll Road Authority in 1998, overseeing the Authority’s engineering and construction programs and later the tolling operations. She served as the Deputy Director for HCTRA and collaborated with regional partners to improve mobility during her 22 year career with Harris County. Harris County Commissioners Court appointed Lisa to the METRO Board of Directors where she served as Board secretary and chaired multiple committees during her 11 year tenure. She was recognized for her contribution to mobility by receiving the Women's Transportation Seminar (WTS) Houston Woman of the Year Award.

phillip smith

Mr. Phillip Smith joined MSA in 2019 and is currently serving as Project Manager. Mr. Smith brings with him 15 years of Marketing experience, 10 years of Project Management experience, and 10 years of MUD Board experience.

Mr. Smith graduated from the University of Louisiana at Lafayette with a Bachelor of Fine Arts. His areas of expertise include project management, graphic design, GIS mappings, and general technology.

mason brauchle

Mr. Mason Brauchle joined Mike Stone Associates, Inc. in 2019, and is currently serving as a Project Manager. Mr. Brauchle specializes in the operations management of public entities including Municipal Utility Districts and Improvement Districts.

Mr. Brauchle graduated from Texas A&M University in 2015 with a BS in Biology and minors in both Business and Geology. Prior to joining the MSA team, Mr. Brauchle worked in the Telecom industry as a Business Development Manager across the South Central US and in the oil and gas industry as a Pipeline Controller managing large scale assets across Texas and the Northeast.


tony lozada

Mr. Tony Lozada joined MSA in 2021 and is currently a Project Field Representative. Before joining MSA, Mr. Lozada worked as a Project Manager for 6 years at PTL Construction where he managed commercial and residential projects ranging from $15,000 to $1M. Mr. Lozada is also license by the FAA as a remote UAV pilot, trained in ArcMap, and holds several certifications from TxDOT’s training courses.

 Mr. Lozada graduated in 2018 from University of Houston system with a BSc in Biology and Physics. He also graduated in 2022 with a Master’s in Business Administration with a concentration in Project Management and Process Improvement from the University of Houston system. His area of expertise includes project management, process improvement, road safety, job safety, GIS maps, and environmental and molecular sciences.

jim kidda

Mr. Jim Kidda joined MSA in 2018 and is currently serving as Project Manager. Mr. Kidda brings with him 17 years of MUD Board experience, as well as years of experience in technology and project management.

Mr. Kidda holds an English degree from the University of Louisiana at Lafayette and a degree in Petroleum Engineering from Louisiana Tech University. Recently Mr. Kidda worked for Texas A&M Agrilife Extension Service with involvement with the Texas A&M Natural Resources Institute, Texas A&M Department of Wildlife and Fisheries, and Texas A&M Department of Recreation, Parks and Tourism.


wade mccloud

Mr. Wade McCloud joined MSA in 2022, and is currently serving as a Project Manager. Mr. McCloud brings with him 4 years of civil construction experience and 3 years of landscape management experience.

Prior to joining the MSA team, Mr. McCloud worked in the concrete construction field as a junior foreman overseeing all aspects of large-scale residential paving projects and in the landscape industry as a Project manager throughout the greater Houston area, ensuring detailed completion of residential and commercial projects.

kristina dowling

Ms. Kristina Dowling joined MSA in 2018. Ms. Dowling currently serves as a Project Manager with six years of experience. Prior to joining MSA, Ms. Dowling served as a Project Manager in the IT and construction industry.


amanda gaspard

Ms. Amanda Gaspard joined MSA in 2015. Ms. Gaspard relocated from Lafayette, LA and had worked in accounting for the past 25 years. Prior to relocating she was employed with a McDonald’s Franchise Owner for 17 years as Assistant Controller for 21 McDonald’s Restaurants locations. Ms. Gaspard has joined our team to utilize her strong organizational skills, attention to detail, and accounting experience as the Office Manager/Bookkeeper.

caitlin cox

Mrs. Caitlin Cox joined MSA in 2020 and is currently serving as the Administrative Assistant. Before joining MSA, she worked as a General Manager in the restaurant industry for 12 years. Ms. Cox graduated from University of Phoenix in 2022 with a Bachelor of Science in Business.


lindsey zepeda

Mrs. Lindsey Zepeda joined MSA in 2022 and is currently serving as an Administrative Assistant. Before joining MSA, she worked as a Commercial Loan Analyst as well as a Document Controller in the banking industry and oil & gas engineering industry.


christopher irving

Mr. Christopher Irving joined MSA in 2022 and is currently serving as a Junior Project Manager with 3 years of experience. Before joining MSA, Mr. Irving worked for Amazon as a Project Manager building new warehouses across the United States. 

Mr. Irving graduated from Houston Community College with an Associates Degree in Paralegal Studies in 2018.
